Revised draft: NIR Operational Policies

Dear NIR members of APNIC,

Attached is the second draft of:

"Operational Policies for National Internet Registries operating in the 
APNIC region"

There have been a number of minor editorial changes, based on feedback 
received.

A new section on 'Delegating Reverse Zones in in-addr.arpa' (Section 4.3) 
has been added. Content for this is pending the outcome of discussions at 
the forthcoming NIR meeting in Japan.
