It only looks like .KR has one 32-bit DNS cluster and no 128-bit DNS services. IN-ADDR.KR can be one clue that .KR has progressed past the Proof-of-Concept stage and is using the 4:43 allocation of address space....which can be used with IPv4++. Software can detect the presence of IN-ADDR.KR to automatically maintain that allocation or it can free the address space allocation up for another TLD manager to use. One does not need a staff of 30 or 40 people to do that, software works more precisely and at a lower cost.
