Re: New draft of NIR criteria document
Paul,
Could you clarify more about your intention why you enphasize
to give ISPs the freedom to choose NIR or APNIC to receive
the resources as in Sec. 2.5?
In my parsonal view, Internet Number related resouces should be
managed under the one policy which means that the services given
by NIR or APNIC should be the same (ideally). If the case, there
is no need to give ISPs the freedam of choice, and NIR should have
the exclusive right to serve the community in their region.
To protect any unexpected NIR's arbitrary action, for the case
that the community is distaste for NIR happens, the mechanism
such as to claim up to APNIC as AP regional supervisor should be
there, to tell the situation in that region why ISPs are dislike
to have a service from the NIR.
I think, the management of the Internet Number resource should not
be exposed to the competition of free trade. No need to do it.
If an NIR is established, it should be the only front desk for
the community.
Since APNIC and all other NIRs are non-profit organization. So,
there should be no Anti-monopoly Law issue involved in this case.
If we still allow ISPs to choose APNIC or NIR, then I do not know
why the choices are limited to only APNIC or their regional NIR.
The choices could be included the neighbor NIR, since they all
give the same service.
