The highlight of this draft would be these two points and 
I personally think them reasonable.

 +	Executive Counsil takes the responsibility for the
	recognition of a new NIR

	  ->	AMM approval is too heavy


 +	A new NIR must be endorsed by Government 

	  ->	similar to ccTLD delegation.
