RE: NIR Operational Policies DRAFT

Dear All,

It's a great written document for NIR's operational policies. This
document 
can be as the best practices for NIR's operations and guide the
communications
among APNIC, NIRs and LIRs.

Two trivial comments for your reference:

1. In the 1.3 NIR Fees
    This section refers to
http://www.apnic.net/docs/corpdocs/member-fee-schedule.html .
    But there is no any NIR terms in this document and it just expresses
"3.4 Per-address fee 
    for confederation members". Suppose that  fees associated with the
operation of an NIR
    should be related to confederation membership fees, right?
    I suggest to express thoes relationship more clearly in this
section.

2. in the 2.3 National Internet Registry (NIR)
     "A National Internet Registry (NIR) primarily allocates address
space to its members 
     or constituents, which are generally LIRs organised at a national
level."
     I suggest use the same termology in the ICANN GAC principles:
     More precise wording is "....... at a national or distinct economy
level"
