Dear Mr. Maemura and all, As you may see, we are now at VNNIC face two challenges: first of all, it is the demand for Internet resources for ISPs and secondly, our uniform management over the allocated resources and we are grateful for all your suggestions so far in helping us to serve our Internet community. Let me update you our current Internet resources management: Thanks to Mr. Paul Wilson's recommendation, our two new IXPs have authorised us to register on their behalf as APNIC member and work under their membership to receive Internet resources and then re-assign them. At the same time, we also register to become an APNIC’s associate member to take an active part in our forum. In order to better server the community in Internet resources management in Vietnam, we found that to be APNIC-recognised NIR is quite a chance and we are thankful for Mr. Director General's guidance that our request should be submitted at NIR meeting. As the time to APNIC Open Meeting shrinks, we are prepared for that and would like to send the outline for your kind instruction: REQUEST FOR NIR RE-ACTIVATION & VNNIC’S ENTRY TO NIR COMMUNITY Part 1: An Introduction VNNIC: - founded by the Government as a non-profit affiliation to Department General of Posts & Telecommunications (DGPT); - register, manage and supervise the Internet resources for Vietnam; - our hope to become an APNIC’s NIR under the criteria being described under the draft document by Mr. Paul Wilson; Part 2: Current internet resources management in Vietnam: - role of VNNIC; - orientation by the Government; - difficulties and challenges; Part 3: Preparation by VNNIC to NIR - technical issues - policy - funding model Part 4: Request by VNNIC: reactive NIR mechanism and admit VNNIC to NIR community.
