Dear JeWook Yang and all,

Thank you for raising this up. In this special case APNIC also do not charge
for the previous allocation as well, but this address range will contibute to
the total IP address to determine the membership size of NIR. However, I don't 
believe many ISP would like to do such as they have to consider about reverse 
DNS as well not just Ip address.
