Dear all, 

I agreed with John' opinion 100%. 
"Imergency allocation" is just one of flexible management about problematic situation which all staffs
can feel inevitable on.
Therefore, we don't need any fixed policy about that.

This is the same at APNIC, we only allocate when there is a very special
reason. 

For example if a member does not register all assignments in APNIC
database because the staff that used to deal with APNIC left and the new
staff just started whom do not know much about the policy and they have
used more than 80% of the previous allocations. They are running out of IP
address and their business will be affected by this.

We also do not encourage making emergency allocation as well.

Very tough question, this will depending on their usage rate and how much
Ip address they have left. For example if they have only 15% of previous
allocation left (assuming /22) and their usage rate is /23/month but they
will take approximately 5 months to complete the registration. Therefore
we allocate /20 as emergency allocation.

Emergency allocation is a procedure based on practice to help some of
organisation that fall into exceptional cases. Therefore it is not a
policy or procedure that should be published because we don't want to
encourage organisation using this method. Do we?

Yes, this is written in APNIC policy. One example is if a customer
requesting for an amount of address that is larger than the pool of
address the member holding. Then they can apply for more without passing
the 80% policy.
