TWNIC doesn't have explicit requirement list for the emergency
allocation.
Basically it is judged case by case and we do not easily make the
emergency allocation.
For example, if the ISP is previous allocated address space blocks then
it must meet our policy such as DB registration and AW mechanism before
making any requests.
If not, we hardly accept an emergency allocation request until they
finished all what they had done.

In most cases we practice the same way as JPNIC does, few exceptions.

It is not publicized in TWNIC documentation, too.

This is written in our policy book.
But I haven't dealt with this kind of cases yet...:-)
