Re: Second Draft of NIR Criteria



Hello folks and Maemura-san,

To begin with, l would like to give summary of situation for all interested people.
In the last APRICOT2000 meeting, Paul proposed that NIR criteria should be set up for the first time.
However, there has been no following-up ever since then. Therefore, We would like to propose
an amended version of draft based on his proposal.

To summarize, there are two main issues to be tackled; Definition of NIR criteria and Position of NIR
(membership, fee, operation). Issues concerning Position of NIR(membership, fee, operation)
will be discussed after Definition of NIR criteria is fixed through discussion with WG.

As Maemura-san suggested in the previous letter, we analyzed Paul's first NIR criteria draft
and ours, and would like to inform about the differences between two document as follows.

Paul suggested nine principles for NIR establishment :

1) The region of coverage is that of a particular country only.
2) The new NIR must demonstrate that it has the broad support of any existing LIRs and the ISP
    community in the proposed country.
3) Bottom-up self governance structure for setting local policies.
4) Neutrality and impartiality to all interested parties.
5) Technical expertise.
6) Adherence to global policies regarding address space conservation, aggregation, and egistration.
7) Funding model.
8) Record Keeping
9) Confidentiality
 
In comparison with his document, we divided above principles into two parts.
One is essential prerequisites for the approval of NIR :

1) The region of coverage is that of a particular country only under the broad support of any existing LIRs and the ISP community in that country
* countries with ISO3166 code
2) Bottom-up self governance structure for setting local policies
3) Communication ability
4) Neutrality and impartiality to all interested parties
5) Funding model
-> Articles can be added or removed if needed.

The other is the basic operational conditions of NIR as an efficient Internet resources management organization:

1) Adherence to global policies regarding address space conservation, aggregation, and registration
2) Technical expertise
3) Record Keeping
4) Confidentiality
5) Requirements obligatory to APNIC
-> Articles can be added or removed if needed.
