Hi Chianan, Thank you for raising this to the mailing list. When APNIC members approved the new Portable assignment for the AP region. There was no discussion about the fee structure for NIRs. This is the reason why Izumi-san from JPNIC has raised this issue in this mailing list before. Please refer to her email for more details. APNIC will reply to her email on this mailing list soon. Therefore I hope we can come up with some charging scheme for this new policies for NIRs through the discussion on this mailing list.
