On this I only plan to say a few words so will not be presenting
anything as such. JPNIC took this proposal and improved it, so I
feel it is more useful to look at their proposal, since it is from
the NIR perspective.  However I can recirculate the original draft proposal 
I sent around in September last year to nir-discuss.
