This is the correct calculation, for a Confederation member in the "Very
Large" membership category. It is of course based on the confederation "per
address" fee structure which has applied to IPv4 allocations, and which is
defined as follows in the document

As of February 22, 1998, the fees associated with the operation of
confederations are based on the resources allocated to the
confederation. The current fee structure is dependent on the
self-determined size of the confederation and the amount of Internet
address space allocated to the confederation:
