did you mean JPNIC here?
APNIC will assign the sTLA to the ISP but will inform JPNIC who will
then relay the information to the ISP.

Yes - all seems fine. The amount, as I said previously is calculated
based on the per address fee where "per address" equals a /48 in IPv6,
which to be precise is $245.76 USD.
