Policy update

The consensus policy decisions made at the 14th APNIC Open Policy
Meeting held in Kitakyushu, Japan in September 2002 were implemented by
APNIC on 2 December 2002.

This announcement provides an overview of the policy decisions and
provides links to background information on the new and amended
policies. A summary of the policy decisions made at APNIC 14 is also

New policies
============

Criteria for the recognition of NIRs
------------------------------------
APNIC has reopened membership for National Internet Registries (NIRs)
and will accept applications for new NIRs from 2 December 2002. To join
APNIC, prospective NIRs must meet the criteria outlined in the
provisionally active policy document, 'Criteria for the recognition of
NIRs in the APNIC region', available at:

Operational policy for NIRs
-----------------------------
A new policy document, 'Operational policies for National Internet
Registries in the APNIC region', now describes the operational
procedures and policies for resource allocation by APNIC to the NIRs and
their members. The provisionally active policy document is available at:

Management of Autonomous System Numbers (ASNs)
---------------------------------------------
A new policy document now describes the policies for managing ASNs. The
new policy means that LIRs are now able to make non-portable ASN
assignments to their end-users in specific circumstances. The policy
document, 'Policies for Autonomous System number management in the Asia
Pacific region' is available at:

Experimental Allocations
------------------------
Internet resources can now be requested for experimental purposes. The
policy framework is described in the provisionally active document,
'Experimental allocations policy', which is available at:

Critical infrastructure
-----------------------
Address space now can be requested for critical infrastructure
assignments. Essential infrastructure is defined as that which directly
supports the provision of root DNS, gTLD (global top level domain), and
ccTLD (country code top level domain) servers, IANA, RIR and NIRs.
Operators of essential infrastructure will be able to receive portable
address space (/24 for IPv4 and /32 for IPv6) from APNIC from 2 December

IPv6 address range for documentation purposes
---------------------------------------------
An IPv6 range, equivalent in size to the current minimum allocation size
(/32), is now available for use exclusively for documentation purposes.
This will allow authors of technical networking books to illustrate
networking examples with IPv6 address space that will never be used to
address any deployed networks. Details of the IPv6 documentation prefix

Amended policies
================

Sub-allocations of address space by LIRs
----------------------------------------
The policies for IPv4 address space management previously only allowed
LIRs to make assignments to their costumers. The policy has been amended
so that LIRs can now make sub-allocations of address space to their
customers. This practice is restricted to LIRs only. Details of the

IPv6 assignments to Internet Exchange Points (IXPs)
-------------------------------------------------- 
The size of an IPv6 assignment to an IXP has been increased from /64 to
