Looking at the plots, it would seem there's an additional baseline
100M or so of traffic, so someone is running a persistent application
that uses that order of bandwidth, maybe a NNTP feed or other data
transfer process.    i.e. traffic is varying from 100-200Mbit/s rather
than 0-100Mbit/s.

The daily chart shows more typical fluctuations, over the additional
base bandwidth; were it additional web traffic or the like the 
fluctuations would be rather different.
