I don't agree with your perception regarding IPv4 policies what seems to be the base of your argument here. Maybe it is more difficult to get IPv4 addresses now than in the earlies `90, but I don't agree that the policies developed in the RIR's forums in the last couple of yesars are more conservatives. On the other hand, there are many people (including myself) that share the concern taht it could happen the same that already happened with IPv4 during the early deployment of Internet, causing unfairness in the size of allocations of IP addresses.

I tend to agree with the idea behind your draft, but not with that you said here.
