Senate panel weighs in on the nominations for federal CTO and the head of a key Commerce Department tech agency. ... NTIA will also play a key role in the future of Internet governance, as the Commerce Department's partnership with ICANN, the international group in charge of assigning Internet names, expires at the end of September. Draft FY10 Operating Plan and Budget .... Ready for Your Consideration
The draft FY10 Operating Plan and Budget is posted and ready for community feedback. The draft plan and budget follows the plans described in the FY10 Framework which was posted in mid February prior to the Mexico City meeting. The FY10 Framework was discussed with members of the ICANN community at the Mexico City meeting in March, through online public fora, and through conference calls with ICANN constituencies. The comments received and the summary analysis of those comments can be found here:

Internet addresses get foreign language support
Technical protocols to support the extension of the internet address system to languages such as Chinese and Arabic should be finalised this year, ICANN boss Paul Twomey says. Resolution of the difficulties will mean millions of new users can come online using “phone books” in their own languages, with internationalised domain names spelling the end of English-speaking domination of the world wide web.

Net security needs ground-up rebuild
IT professionals need to name and shame lazy software developers and refuse to deal with dangerous operating systems instead of pretending more security will defeat steadily increasing cyber-threats, US security consultant Daniel Klein has warned. ... Paul Twomey the president and chief executive of global internet name authority ICANN, has called for a public health approach to e-security. "There's certainly an element of draining the swamp, rather than worrying about the fever," he said.

ISPs need more oversight and regulation
The ISP industry is a rats and mice business that needs greater regulation and oversight said Alastair MacGibbon, former director of trust and safety at eBay, and prior to that, the former director of the High Tech Crime Centre. ... He said that it is not acceptable that the Internet is such an unregulated place, a statement that is in stark contrast to comments made by ICANN CEO and president, Paul Twomey. During his keynote, Twomey said that the greatest threat to the Internet isn't cybercrime, but excessive legislation by nation states that what to apply the laws of geography to a network that is essentially based on topology.

Fulham, Liverpool, Manchester United, Tottenham Hotspur and West Ham joined forces to make a claim under the Uniform Domain Name Dispute Resolution Policy. The WIPO panel stated that "little (if any) substantive consideration has previously been given by a UDRP panel concerning the circumstances in which it might be appropriate to permit a consolidated complaint involving multiple complainants and multiple domain names against a single domain name registrant". The panel considered an earlier ruling: "In the National Dial A Word case the panel held that the consolidation of multiple complaints in a single complaint should be permitted if the complainants:

Ami, go home!
