Convergence and Incongruence: Trademark Law and ICANN's Introduction of New Generic Top-Level Domains by Christine Haight Farley [John Marshall Journal of Computer & Information Law]
Abstract: This paper demonstrates how problematic the convergences between Internet technology, the demands of a burgeoning e-market and trademark laws have created myriad issues in international governance of domain names. ICANN, the body that governs internet’s infrastructure, recently approved a new policy that would allow it to accept applications for additional generic top-level domains (“gTLDs”). What ICANN contemplates is a uniform system to approve generic top level domains that is expected to have profound implications. Under this new plan anyone can apply for a new gTLD at any time and it could be literally dot anything. However, the new gTLD policy imports certain concepts and doctrines from trademark law that will result in long-term problems both for domain name policy and for trademark law jurisprudence. A major problem with this policy is that it equates domain names with trademarks as legally protectable properties. But they are not
 equivalent. While ambitiously trying to resolve some of the most problematic information ownership issues in e-commerce, ICANN has not carefully considered the appropriateness of importing trademark law concepts into domain name policy.

Today it has the biggest IT market of the continent and still a lot of challenges to accomplish. This article presents a historical introduction about the development of the Internet in Brazil and also focuses on current tasks to participate in the global Internet Governance process and to further digital inclusion.

So now the EU wants to get its hands on the Internet. Viviane Reding, bonsai Commissioner from the bonsai state of Luxembourg, wants ICANN, the company that allocates Internet addresses, to be taken over by an international consortium: what she calls "a G12 for Internet governance".

Public Comment: Single, Two and Select Three Character Names in Dot-pro
A new public comment period opens today for 30 days on a proposed amendment from RegistryPro to Appendix C and K of the dot-pro Registry Agreement. On 8 April 2009, ICANN posted for public information a request submitted by RegistryPro through the Registry Services Evaluation Process (RSEP). The request calls for a phased allocation process for single, two and select three character names in dot-pro.

ICANN has pushed back its estimated time frame to start accepting applications for new top level domains. ICANN had hoped to accept applications by December 2009, but now admits the process won’t start until first quarter of 2010.

ICANN's Poor Governance Disappoints CADNA [news release]
The Coalition Against Domain Name Abuse (CADNA) regards tomorrow's deadline for public comments to the ICANN Implementation Recommendation Team's (IRT) interim report as one more example of poor governance by ICANN. The IRT, which was established by ICANN to propose remedies to potential intellectual property violations caused by ICANN's pending decision to issue new gTLDs, presented its report on April 24. ICANN only allowed the IRT to provide 12 days for public comment. 网易科技讯 5月7日消息,CNNIC今日下午宣布授予新华网、人民网在内的多家网站以“.中国”域名应用示范单位,这是该机构首次展开“.中国”域名的普及活动。

“.中国”域名全国应用普及行动昨天在北京启动。人民网、新华网、新浪网、腾讯网率先注册使用了“.中国”域名,至今已经有90%国家省部级政府机构、95%传统媒体网站、90%以上“211”工程大学、超过五成的中国百强企业、超过四成的中国500强企业都已经注册使用“.中国”域名。据预测,未来两年内,国内的主流网站都将使用“.中国”域名。
