ICANN Opens 31st International Public Meeting in New Delhi
Internet issues from around the world are front and center in India as ICANN opened its 31st International Public Meeting today in New Delhi. “This year is an important one for the future of ICANN. The U.S. government is in the middle of its Midterm Review of its Joint Project Agreement with ICANN, and we’re arguing it’s time to take the final step to originally envisioned private sector model for ICANN,” said Peter Dengate Thrush, ICANN’s Board Chairman. “In fact the public comment period closes on the final day of this meeting – so we expect plenty of discussion about this in New Delhi, and we will be encouraging everyone who believes in the ICANN model of coordination not control to make their thoughts known.”

Executive Summary: The Registrar Data Escrow (RDE) program is an ICANN initiative designed to enhance protection of registrants by requiring ICANN-accredited registrars to escrow critical registration data so that it can be released to ICANN upon termination of the registrar's accreditation agreement. ICANN has performed tests of the RDE system, including a "process test" and "stress test" designed to ensure effectiveness of the program's technical specifications and test the data-release procedures used by escrow agents in the event of registrar termination.

The draft translation programme that will be used by ICANN to communicate and interact with non-English speakers has been put out for community comment today. The programme has two main aims: to inform people about ICANN as an organisation, including its history, processes, component parts and evolution; and to allow people to participate effectively in the organisation's ongoing decision-making and policy work. The mission of the programme is to provide those who are not fluent English speakers with an equal level of access to influence and participate in the work of the organisation.

ICANN: TLDs could end with EXE. Confused? Users may be too
ICANN is in the process of hammering out its new generic top-level domain (gTLD) policy, and has begun to address technical issues that could pop up once the new round of applications is open later this year. As part of a discussion on how to manage DNS stability during this potentially huge expansion of the TLD system, an organization within ICANN has proposed a few basic rules for what can and can't be used as a domain extension. Put simply, new domains will be able to make use of nearly any string of letters—including common file extensions such as .exe, .doc, and .pdf—but there will be a number of other restrictions.

Today was the public forum - huge relief to do it differently, no longer in the form of approaching a priesthood from a great distance, but now as an actual public forum, with everyone on the same level and all comments addressed at everyone. (I agitated for this a while ago but it couldn’t happen until now.) Now all we have to do is make sure that it’s actually a forum during which we all hear from unfamiliar voices. Translation is also making a difference, but, again, not yet complete. Steps, anyway.

The best part of today, for me, came in the evening when I went to a meeting of the New Delhi chapter of the Internet Society. They had just formed - just three months ago - and they were full of ambition and enthusiasm. They were also having a lot of fun, burbling around and making jokes about each other. They are adopting schools for the blind, getting them equipment and training, and doing it very quickly. They’re trying to find members from all walks of life. They think they’ll be able to influence policy in India. It was a joy to meet them.

... Tuesday was Constituency Day. I spent the morning with the gTLD registries, the afternoon with the Board and the Government Advisory Committee, and the evening with everybody at the gala dinner put on by our hosts.
There are so many imponderables at this meeting. There is discussion about a post-MoU (most recent version is called the “Joint Project Agreement”) ICANN, as that agreement will expire unless renewed in September 2009. That agreement runs between ICANN and the U.S. Department of Commerce, and is the source of ICANN’s contractual authority to make agreements with domain name registries and registrars.

ITIF Comments on the Midterm Review of the Joint Project Agreement between NTIA and ICANN
ITIF recently submitted comments to the National Telecommunications and Information Administration (NTIA) on the Midterm Review of the Joint Project Agreement (JPA). In its commentary, ITIF states that the U.S. government should continue its historic role in providing oversight to the Internet’s domain name and addressing system. The U.S. government has had and continues to play an important role in maintaining the security, stability, and openness of the Internet. Without the JPA providing an effective backstop to ICANN’s original operating principles, there would be no mechanism in place to stop foreign governments from interfering with ICANN’s operations.

Is Whois Toast? SSAC pushes ICANN toward new IETF standard by Brenden Kuerbis
The Security and Stability Advisory Committee (SSAC) has added a new wrinkle to the ongoing domain name Whois saga. In a document released late last week, it identified some well known and other less talked about problems with the Whois protocol and it called on ICANN and its community to pursue a more holistic approach involving policy recommendations. Interestingly, it also called for consideration of a new “formal directory service for the Internet” standard to serve domain name interests.

Don't count on ICANN for adult supervision
If there any industry that needs a code of ethics, it is domain name registrars. Let’s face this fact up front: Domain name registrars make a lot of money from people who are less than ethical. They collect fees from customers who are clearly infringing trademarks. The registrars say they don't have much choice. If they take any type of name approval role it may expose them to litigation and charges of censorship. But, still, it's a wonderful thing to make money from both the high and the low roads.

Phishing for domains
It appears that all TrafficZ customers have received a notice by email today they may be the target of a phishing attack. This particular website was hosted in China (Beijing - Chinanet Jiangsu Province Network). I did some research on my own and it appears that not only are TrafficZ’s customers targets but so are GoldKey’s customers. A Registrant Search on the phisher quickly showed the other target was GoldKey customers. Below is a copy of the email I received from TrafficZ:

The mere holding of an infringing domain name without active use can constitute use in bad faith under the UDRP. Despite this, all too often trademark owners watch as domains are registered that incorporate their trademark. Unfortunately for the trademark owner, they think costly litigation under the ACPA is the only means of redress for what appears to be clear cybersquatting.

The powers that be for IP address allocation are gathering old space that was wastefully allocated long ago, but it won't make much difference. Some time ago I wrote somewhere about Geoff Huston and his projections for the depletion of what remains in the IPv4 address pool. I was intrigued by his work and suggested to him that there were a lot of wasteful class A addresses out there, and perhaps they could be reallocated to better purpose.

ICANN will Aufsicht der USA über Domain Name System diskutieren
Der neue Vorstandsvorsitzende der ICANN, Peter Dengate Thrush, hat beim Treffen der privaten Netzverwalter in Delhi auch die US-Aufsicht über die zentrale Rootzone zur Debatte gestellt. Im September 2009 läuft der Vertrag (Joint Project Agreement, JPA) aus, der ICANN unter die Aufsicht des US-Handelsministeriums stellt. Eine Diskussion über eine regierungsunabhängige ICANN sei jetzt notwendig, sagte Dengate Thrush in Delhi. Im Rahmen einer vom US-Handelsministerium für Ende Februar anberaumten öffentlichen Anhörung zur privaten Netzverwaltung hatte die ICANN-Spitze sich bereits klar für eine "Unabhängigkeit" ausgesprochen.
