US loosens grip on running of internet
The EU has hailed a decision by the US government to back down and grant full autonomy by 2009 to ICANN. Viviane Reding, EU information society and media commissioner, said "The European commission will follow closely Icann's transition to full independence in the next three years. With our advice, we will contribute to this transition to ensure that it takes place transparently, reflecting the interests of industry and civil society alike."

Keep the United Nations's Hands Off the Internet
Last week, the Commerce Department and Icann signed a memorandum of understanding that would continue for at least three years our federal government's oversight of Icann. Ironically, but not coincidentally, later this month the United Nations will convene for the first time the Internet Governance Forum (IGF), in Athens. That forum will look at a wide range of Internet governance issues that may not closely align with the views of either the American government or Icann.

European Commission welcomes move towards full private-sector management by 2009 (news release)
The United States government's decision to give more autonomy to ICANN was welcomed by the European Commission. On 30 September, a highly prescriptive Memorandum of Understanding between the US Department of Commerce and ICANN expired. It has now been replaced by lighter arrangements intended to end definitely by 2009. The European Commission has been working for several years on a system of internet governance entrusted fully to the private sector without government interference in the internet's day-to-day management. The Commission cooperated in 1998 with the US in setting up ICANN and hosted, until 2006, the Secretariat of the Governmental Advisory Committee (GAC) to ICANN. Completing the transition of internet governance to the private sector also had been the explicit request by the EU and its partners at the World Summit on the Information Society in Tunis in November 2005.

Web of deceit            
The problem begins with the acronym, especially a consonant that sits in the centre of it. For all the talk about making it more like the United Nations, the “c” in ICANN stands for corporation, and anyone interested in the regulator's autonomy should ever forget it.

Baby Steps for ICANN
Responding to criticism (and a slew of lawsuits), the new “Affirmation of Responsibilities” lists ICANN's top three priorities as “Security and Stability”, “Transparency” and “Accountability”. Though the contract signals a “light at the end of the tunnel”, it’s mostly a bunch of compromised ambitions. The most significant change is that ICANN will have full control over their own operations. ICANN will still hold regular meetings with the Department of Commerce, but the government will no longer have authority to dictate key operations. The outlined agreement will be reviewed in 18 months for further recommendation.

L'Icann sur le chemin de l'indépendance
L'Icann a signé avec le gouvernement américain un accord qui lui donne plus d'autonomie. Créée en 1998 au terme de longues négociations, l'Icann est une organisation internationale sans but lucratif dont le rôle est d'attribuer et de gérer les noms de domaines tels que ".com", ".net" ou ".org". Icann / DoC : divorce programmé en 2009?
Un grand pas vers l'autonomie. C'est en ces termes que Paul Towmey, président de l'Icann, a qualifié le nouvel accord signé avec le gouvernement américain sur la gouvernance d'Internet. The National Academies recently completed a report titled "Signposts in Cyberspace: The Domain Name System and Internet Navigation," sponsored by the U.S. Department of Commerce and the National Science Foundation. The report’s final recommendations advise that ICANN strengthen its agreements with the TLD operators and call for further steps to improve the security of the DNS.

uk: Web of hate
On the rightwing website Redwatch, hosted in the US but registered and run from the UK, hundreds of photographs of anti-war and anti-fascist activists are posted - with the message that they will 'pay for their crimes'. And now a number of those people have been attacked. So why hasn't the site been closed down? The story notes "The racists and fascists behind Redwatch are not deterred by the campaign to close the site. A notice on the homepage reads: "Due to a hysterical campaign by Marxist moaners against Redwatch, we use several domain names and multiple servers for this site."" Matthew Taylor of The Guardian investigates.

ICANN Accepts Meeting Proposals from Portugal and Puerto Rico (news release)

dotTV - eine vernünftige Alternative?
Eine einprägsame Identität in Form einer Internet-Adresse zu finden, ist trotz dem grossen Niedergang der dotcom’s nicht einfacher geworden. Internet-Adressen sind so rar wie nie zuvor. Maßnahmen für faire Domain-Vergabe

Serbien und Montenegro auch im Internet getrennt
Serbien und Montenegro gehen nun auch im Internet getrennte Wege. Die Internationale Organisation für Normung (International Organization for Standardization/ISO) in Genf teilte Serbien das Kürzel "rs" als Top-Level-Domain zu, Montenegro bekam "me". Abgeschafft wird das bisher gemeinsam von Serbien-Montenegro verwendete Kürzel cs.
