campaign for two others goes on
Reporters Without Borders hailed the release today of
Pham Hong Son but said there should be no letup in the

authorities. Son was freed under a presidential
amnesty that is announced each year just before

Radio-television and Telecommunications Commission
declined to wade into this issue in a case that placed
the spotlight on how Canada's Internet service

GOVERNMENT & PUBLIC POLICY
**************************
us: Congress Poised to Unravel the Internet by Jeffrey
Chester of The Nation
Lured by huge checks handed out by the country's top
lobbyists, members of Congress could soon strike a
blow against Internet freedom as they seek to resolve
the hot-button controversy over preserving "network
neutrality." The telecommunications reform bill now
moving through Congress threatens to be a major
setback for those who hope that digital media can
foster a more democratic society. The bill not only
precludes net neutrality safeguards but also
eliminates local community oversight of digital
communications provided by cable and phone giants. It
sets the stage for the privatized, consolidated and
unregulated communications system that is at the core
of the phone and cable lobbies' political agenda.

The dream of the personal computer (sub req'd)
The IBM PC helped to democratise computing. Now to
finish the job. NOT many 25-year-olds can reasonably
claim to have changed the world. The IBM personal
computer, which was launched in 1981 and celebrates
its 25th birthday in August, is a rare exception.
Other personal computers had been launched before; but
it was the IBM PC that ended up defining the standard
around which a vast new industry then coalesced (see
article). IBM, the titan of the computing world at the
time, quickly lost control of its own creation,
allowing others to reap the benefits. But leave aside
what the PC has done for the fortunes of particular
companies, and instead step back and consider what the
PC has done for mankind.
