The wealth of networks : how social production
transforms markets and freedom by Yochai Benkler

Information, knowledge, and culture are central to
human freedom and human development. How they are
produced and exchanged in our society critically
affects the way we see the state of the world as it is
and might be; who decides these questions; and how we,
as societies and polities, come to understand what can
and ought to be done. For more than 150 years, modern
complex democracies have depended in large measure on
an industrial information economy for these basic
functions. In the past decade and a half, we have
begun to see a radical change in the organization of
information production. Enabled by technological
change, we are beginning to see a series of economic,
social, and cultural adaptations that make possible a
radical transformation of how we make the information
environment we occupy as autonomous individuals,
citizens, and members of cultural and social groups.
It seems passe´ today to speak of ?the Internet
revolution.? In some academic circles, it is
positively nai¨ve. But it should not be. The change
brought about by the networked information environment
is deep. It is structural. It goes to the very
foundations ofhow liberalmarkets and liberal
democracies have coevolved for almost two centuries.

The substantive agenda of the first meeting of the
Internet Governance Forum
Summary of the discussions and contributions: The
preparatory process for the Convening of the Internet
Governance Forum (IGF) started a broad-based
discussion on the substantive agenda. This paper aims
to produce a short synthesis of the discussion as well
as the contributions posted on the IGF website
(http://www.intgovforum.org). It is an attempt to give
a cumulative overview of all statements and
contributions made with the aim of facilitating the
discussion at the next round of open consultations,
scheduled to be held in Geneva on 19 May 2006.

Abstract: An invited group of international experts
with differing perspectives on Internet research,
policy and practice, including the Chairman and
Secretariat of the United Nation's recently created
Working Group on Internet Governance (WGIG), will be
invited to contribute to this OII?Berkman Center
forum. The aim is to help inform negotiations and
debates shaping the future governance, regulation and
use of the Internet. The event will start in the late
afternoon of 5th May with a panel discussion, followed
by a reception. Invited participants will convene on
6th May for a day-long roundtable discussion, which
will be followed by a closing dinner.

eu: Commission seeks global partnership on Internet
governance, freedom of expression and the combat
against cyber-repression (news release)
To keep up the momentum of the successful World Summit
on Information Society, the European Commission has
set out today its priorities for implementing the
international policy commitments made at the Summit.
These priorities include safeguarding and
strengthening human rights, in particular the freedom
to receive and access information. Information and
communication technologies should be used to
contribute to open democratic societies and to
economic and social progress worldwide. The Commission
calls for continuing international talks to improve
Internet governance through the two new processes
created by the Summit: the multi-stakeholder Internet
Governance Forum and the mechanism of enhanced
cooperation that will involve all governments on an
equal footing.

Who Owns the Internet? by Tim Swanson
Before you can answer who owns the Internet, you must
answer what the Internet is. Is it a jumble of random
wires and duct tape? Is it a software packet, a
computer, or a router? While some may argue that it is
one big snuff collection, in truth it is an
amalgamation, an assortment of heterogeneous computer
systems with varying capabilities linked together by
various protocols.

organ (the GNSO) decided that the purpose of Whois was
domain name coordination and not compulsory

Australian governments expressed their opposition.

Multilingual Internet Work Progresses
At a recent Study Group 17 (SG17) meeting in Korea,
SG17 gave final approval to a Question on
Internationalized Domain Names that provides direction
and focus to ongoing work.

The dot-xxx debacle by Lawrence Lessig
The dot xxx debate has been back in the news recently,
and what I find unendingly puzzling is the sides
taken. From first principles, you?d except groups who
want it to be harder to get pornography on the
internet to want a .xxx domain ? followed by a law
(like this one, or stronger) ordering ISPs to block
porn sites that don?t move to the porn zone. That
would make it relatively easier to avoid randomly
running into porn on the internet.

ICANN Posts Revised Version of Annual Operating Plan
ICANN today posted revised versions of the 2006-07
annual Operating Plan, comprised of projects to be
undertaken in order to achieve the goals set out in
ICANN's Strategic Plan. Feedback on the plan was
gathered during consultative sessions during the
Wellington meeting and thereafter in an online forum.
For reference, both redline and clean versions are
posted. ICANN is developing and will post an annual
operating budget in accordance with this plan.

The end of legit .com registrations
GoDaddy.com founder and CEO, Bob Parsons, openly
attacked a growing trend he called the "add/drop
scheme", where millions of domain names are registered
but never paid for thanks to a loophole in the ICANN
regulations. Data from Ipwalk verifies that the
add/drop scheme, also known as domain tasting, has
reached alarming proportions and is continuing to
skyrocket. More than 90% of the .com domain names
added on any single day are part of the add/drop
scheme.

important when put together, because it is a twisted

WorldCom.com has been taken offline, erasing the web's
last traces of the brand that became a symbol of white
collar crime and the largest bankruptcy in U.S.

European institutions' new Web identity to celebrate
Europe Day, 9 May
The European institutions' sites will start operating
under the ".eu" top level domain on 9 May 2006, Europe
Day. It means that they can now use this domain to
project their own web identity, as EU citizens have
been able to do since 7 April 2006. The institutions'
internet addresses will change to the ". eu" suffix as
of 9 May 2006.
