Japan tries to tame Internet beast
Call it dis-invention, if you like. Japan, a
technology utopia, has done the unbelievable and
strangled the internet into silence. A law made 55
years ago has managed to do it, at least as far as
election chatter goes. It has bitten off the heads of
political parties and candidates and muffled the
defiance and gutsy wit of web bloggers.
Internet-addicted Japan is at sea. An inflexible
interpretation of an old law devised to control the
number of election posters, flyers and postcards is
the cause. Implausibly, election officials have
classified home pages, emails and other internet
material as "documents", meaning that every download
is counted the same as if it were a brochure stuck
into the hand of a train commuter.
