Spam Wars Episode III: Revenge of the Phish
Like Star Wars, "Spam Wars" is a story unfolded in a
series of disjointed episodes, and with varying
degrees of success. Here we are, halfway through 2005,
and it appears we're witnessing the first solid
victories against spam in years. Research released in
March revealed a majority of consumers say they
receive less spam today than they did a year ago.
That's consistent with recent reports from America
Online and Microsoft.

OECD Task Force on Spam: SPAM ISSUES IN DEVELOPING
COUNTRIES
Spam is a much more serious issue in developing
countries than in OECD countries, as it is a heavy
drain on resources that are scarcer and costlier in
developing countries than elsewhere. In this paper, it
will be seen that several issues faced by the victims
of spam in developing countries are the very same ones
that are faced by their counterparts in more developed
countries. The only difference is that the effects of
spam are magnified, and are felt much more strongly in
developing countries than elsewhere. ISPs and network
providers in developing countries lack the capacity
and resources to deal with sudden surges in spam that
occur from time to time, and this often causes their
mail servers to break down or function at a
sub-optimal level. Indeed, their capacity to cope with
even normal (though fairly high) levels of spam is
much weakened because resources such as hardware,
bandwidth and software licenses tend to cost much more
as a percentage of a developing country ISP’s budget.
Similarly end users, both consumers and business, may
lack knowledge of potential resources available to
them to take effective action, and even those
resources that they do have available cost relatively
more.

NEXT GENERATION NETWORK DEVELOPMENT IN OECD COUNTRIES
Over the last several years, a number of the major
network operators have put in place network upgrade
plans to implement next generation networks (NGN).
Some market analysts now predict that the entire
Public Switched Telephone Network (PSTN) will evolve
into an NGN over the next 10 years or so.
Technological change is happening very quickly,
underscoring the need for policy and regulation to be
based on principles that support consumer interests,
such as competition policy, not on specific technical
aspects of networks. However, in order to develop
competition policy that is effective, some knowledge
is required about evolving network technology, in
particular where there is a potential for
anti-competitive activity. Therefore, it is important
for policy makers and regulators to be aware of the
potential of NGN and what is happening internationally
as well as domestically so that they are able to
respond in a timely and effective manner.
