au: Bridging the digital divide: the role of community
online access centres in Indigenous Communities.
Technical Report Discussion paper no.273, Centre for
Aboriginal Economic Policy Research, ANU.
Abstract: This paper presents data from the 2001
Census of Population and Housing to highlight the low
levels of computer and internet usage by Indigenous
Australians. This result is not surprising given the
well documented connection between education, income,
and use of these technologies. In addition to these
demand-side factors, access will also be influenced by
the availability of services and evidence shows that
internet access is not as easy in remote areas as it
is in urban centres. One possible way of addressing
the digital divide between capital city dwellers and
other Australians is through the development of
community online access centres. Using evidence from
the literature and from fieldwork in New South Wales,
the paper considers some factors that are likely to
make these centres more successful. These include a
strong commitment by the community to the development
of a centre and a close integration of the centre with
community activities. It is also important that
significant funds be budgeted to training for all
involved including centre staff and community members.

Internet Libel: The Consequences of a Non-rule
Approach to Personal Jurisdiction (Northwestern Law
Review)
Abstract: If a person in one state posts on the
Internet a libelous statement about a person living in
another state the question often arises as to whether
the person with the injured reputation can sue in his
home state or must bring suit in the courts of another
state, presumably the home state of person who posted
the offending statement. Courts have reached
inconsistent results on this question in an effort to
apply the U.S. Supreme Court's minimum contacts
jurisprudence. This article examines the approaches of
the lower courts and argues that they have mostly
ignored the most relevant Supreme Court precedents,
1985 cases in Keeton v. Hustler and Calder v. Jones.
The article also compares the approach of the U.S.
courts to the E.U. courts interpreting the Brussels
Convention and Regulation.

Jurisdiction and the Internet: Returning to
Traditional Principles to Analyze Network-Mediated
Contacts (University of Illinois Law Review)
Abstract: Courts have been evaluating the issue of
personal jurisdiction based on Internet or
"network-mediated" contacts for some time. The U.S.
Supreme Court has remained silent on this issue,
permitting the federal appeals courts to develop
standards for determining when personal jurisdiction
based on network-mediated contacts is appropriate.
Unfortunately, the circuit approaches - which
emphasize a website's "interactivity" and "target
audience" - are flawed because they are premised on an
outdated view of Internet activity as uncontrollably
ubiquitous. This view has led courts to depart from
traditional jurisdictional analysis and impose
elevated and misguided jurisdictional standards. This
Article argues that courts should reinstitute
traditional principles to analyze jurisdiction based
on network-mediated contacts because of current
technology that enables Internet actors to restrict
the geographical reach of their virtual conduct. Such
a return will be fairer for plaintiffs while
recognizing the legitimate due process rights of
defendants.

The Global Forum on “A Multi-Stakeholder Approach to
Harnessing the Potential of Information and
Communication Technologies for Education” was attended
by almost 300 representatives of interested
stakeholders, both members and non-members of the
United Nations ICT Task Force, including a number of
Ministers and other high-level government officials,
prominent educators, representatives of civil society,
the private sector, academia and youth
representatives. Building on the tradition of the
previous three Global Forums, the meeting was
characterized by its open and inclusive procedures,
and by a comprehensive, realistically critical and
solutions-oriented interactive discussion among

thrust of the discussion were set by the message of
the United Nations Secretary-General, in which he
