When does an experiment in networking technology
become a public utility? Does it happen on a single
date, or is it a more gradual process of incremental
change? And at what point do you change that way in
which resources are managed to admit a broader of
public interests? And how are such interests to be
expressed in the context of the network itself, in
terms of the players, their motivation and the level
of common interest in one network? While many may be
of the view that this has already happened some years
ago in the case of the Internet, when you take a
global perspective many parts of the globe are only
coming to appreciate the significant role of the
Internet in the broader context of enablers of
national wealth.

cybertricks
Boston Mayor Thomas Menino isn't afraid to joke about
his own oratory skills - or lack thereof - but it
appears his re-election campaign wants to stop his
critics from beating him to the punch line. The Menino
Committee has bought the rights to many Web domain
names that could be used to mock the mayor's
reputation for mumbling his way through speeches. The
list of names they purchased includes
meninomumbles.com, mumblesmenino.org and
mumblesmeninoformayor.net.

Addressing the issue of whether "non-commercial use"

Lanham Act, the U.S. Court of Appeals for the Ninth
Circuit decided that the use of a trademark as a
domain name for a customer commentary website does not
constitute trademark infringement. However, depending
on other factors, non-commercial use of a trademark in
a domain name might be actionable under the
Anticybersquatting Consumer Protection Act (ACPA).

Domain Name Business Booming in Post-Dot-Com Era
The volume of domain name transactions in 2004 was up
300 percent from 2003. Consolidated data from
DNJournal, Domain-Spiegel.de and Sedo.com, three
leading independent companies tracking the domain name
marketplace, shows the average sale price of dot-com

Canadian Commission for UNESCO organises a conference
entitled: Paving the Road to Tunis - WSIS II: Canada's
Civil Society Views on the Geneva Plan of Action and
the Prospects for Phase II
The main objective of the conference is to collect
views on the Geneva Plan of Action from a Canadian
civil society perspective. Participants will be
invited to examine the status of major elements
included in the Plan of Action: infrastructure, cost
of access, community access centres, free standards
and free software, adapted technologies, education,
traditional media, freedom of expression in both
traditional and new media, cultural diversity,
preservation of indigenous languages, building
partnerships with developing countries, Internet
governance and applications. The programme of the
conference is available on line.
