de: Search engines voluntarily block harmful content
in Germany
According to a report in the German e-zine Heise all
the major search engines in Germany have voluntarily
agreed to filter out harmful content for their German
audience. Google, Lycos Europe, MSN Germany, AOL
Germany, Yahoo, T-Online and t-info have founded a
self-regulatory organisation that will voluntarily
block a list of URLs considered to be harmful for the
youth. The list is provided by a governmental media
classification organisation, 'Bundesprüfstelle für
jugendgefährdende Medien (BPJM)'. The new organisation
is a subdivision of a larger self-regulatory
initiative of multimedia service providers, the FSM,
founded in 1997.

name, as it happens, is taken from a Nigerian
legislation pertaining and outlawing such fraud cases.

Internet Legal Issues: SPAM
What is "spam"? The term spam was first used in the
early 1990s to describe e-mail messages, not related
to the topic of discussion and postings that swamped
newsgroups. Spam is frequently described as e-mail
that is sent in bulk; flooding the Internet with
copies of the same message and forcing these unwanted
messages on Internet users who might otherwise have
chosen not to receive them.

World Bank Says Digital Divide is Narrowing Rapidly
A draft report released by the World Bank maintains
that mobile telephony is rapidly shrinking the digital
divide and that the main role of governments is to
clear a path for private investment. The report
basically calls into question the point of having a UN
world conference on bridging the digital divide.

The real digital divide
The idea that a digital divide separates rich
countries from poor, as usually understood, is a myth.
Poor countries don't need a PC in every home. What
they need is more mobile phones.
