Domain names in Arabic on way
INTERNET domain names could be made available in
Arabic for the first time, according to the
secretary-general of the International
Telecommunications Union (ITU).

ICANN to unveil internet strategy at meeting
ICANN will be holding its annual meeting from the
1st-5th December in Cape Town, South Africa. The

ICANN Publishes Report on Implementation of the Whois
Data Reminder Policy (WDRP)
ICANN's Report on Implementation of the WHOIS Data
Reminder Policy (WDRP) is being published today in
accordance with Amendment 6 to the ICANN/DOC
Memorandum of Understanding (MOU). This Report
describes the requirements relating to Whois data and
the new Policy. It provides statistical and narrative
information on implementation status, registrar
compliance, problems encountered, and possible impact
on Whois accuracy.

uk: Accused "death threat" spammer wanted in UK
A man linked to spamming and domain name scams is
wanted by British police after failing to appear in
court to face charges against him. Peter
Francis-Macrae is also accused of making death threats
against police and trading standards officers.

Nominet UK, the .uk domain name registry, has obtained
injunctions and orders from the High Court against
Peter Francis-Macrae and Ultra Technologies Ltd, a

Examining the Proposed Internationalization of TLDs
Last month, John Klensin wrote an article published
here on CircleID regarding Internationalized Domain
Names (IDN) Top Level Domains (TLD). Based on his
Internet Draft, John suggests using language
translation in the application for TLD. The advantage
of this method is that all existing TLDs can now be
represented in any number of languages without
additional need for ICANN to create new TLD.

Will New ICANN Rules Fight Domain Transfer Fraud?
Some observers are concerned that new rules governing
the transfer of Internet domains between domain

Repressive Countries Gaining Foothold Ahead of World
Summit On the Information Society, RSF Warns (news

RSF has expressed concern that several countries that
harshly crack down on use of the Internet are members
of the Working Group on Internet Governance (WGIG),
which met in Geneva from 23 to 25 November 2004, in
the run-up to the 2005 World Summit on the Information
Society (WSIS) in Tunis.

IFJ calls on WSIS to focus on media freedom and
workers rights
The World Summit on the Information Society (WSIS),
planned for Tunis late next year, could turn out to be
the most disappointing of all United Nations global
events in recent years, warned the International
Federation of Journalists (IFJ) this week. Governments
must stop backsliding on their promises to help out
poorer nations and must defend fundamental rights, the
IFJ told delegates to a major media conference in
Marrakech, Morocco.

Mapping WSIS in words
In the governmental and civil society declarations at
the 2003 phase of WSIS, the word “should” is used
equal number of times. But “must” is used over 70
times in the civil society documents compared to only
four times in official ones. This points out the
distance between the today’s realities and tomorrow’s
expectations surrounding the development of an
inclusive information society.

Internet Governance
Extensive debates on internet governance at the
Marrakech meeting did not deal with the most critical
question on this subject - namely 'who should manage
the internet?' This thorny issue was so contentious at
the first phase of WSIS that Kofi Anan, the UN
Secretary General was asked to create a special
working group on the topic. The group has been
instructed to present a set of recommendations on
internet governance to the next WSIS preparatory
meeting.

Leaders of the Francophonie Saturday adopted a
resolution appealing to all stakeholders to the World
Summit on Information Society (WSIS) to embrace
information technology at the end of their two-day

ständigen Sitz im UN-Sicherheitsrat zu bekommen.
