ITU and Internet Governance draft input to the 7th
meeting of the ITU Council Working Group on WSIS,
12-14 December 2004
The paper starts by discussing the question of scope.
In accordance with ITU’s Constitution, the ITU is
concerned with the transmission, emission, and
reception of information , not with the content of the
information. Questions related to content are outside
the scope of ITU. The paper also discusses how in
recent years, ITU has been directly involved in
important issues related to Internet, such as VoIP,
ENUM, MPLS, cable modems, ADSL, etc. These issues have
resulted in stronger collaboration with other Internet
standardization bodies and have confirmed that ITU has
an important role to play with respect to the key
issues related to the continuing evolution of the
global telecommunication system.
