CENSORSHIP & CONTENT REGULATION
***********************
Iranian Government Blocks Porn and Politics
A new study from the Open Net Initiative has mapped
out a broad range of Internet censorship by the
government of Iran. Last year, a spokesperson for
Iran's culture ministry told CNN that he had no
knowledge of censorship for religious or political
websites. But the ONI report indicates that blocking
occurs across a range of blogs, political sites,
commercial sites, and proxy or annonymizing sites,
though clear patterns of censorship are difficult to
identify. For example, the Persian page of Voice of
America is blocked inside Iran but the English version
of VoA is accessible. Read more in the latest News
Bulletin from the Open Net Initiative for more
information.

ca: A blueprint for better copyright law
Imagine an Ontario government initiative that
responded to rising concern over speeding on
provincial highways by installing hundreds of
automated radar guns to identify cars that failed to
obey the speed limit. Rather than sending a speeding
ticket to those caught by the system, however, the
government instead sent a bailiff to confiscate the
car keys so that the alleged speeding car could no
longer be used. ... While such as scenario may seem
far-fetched, it is the offline equivalent of the
Canadian Recording Industry Association's latest
proposal in its battle against music file sharing on
the information highway.

Internet @ Europe: Overcoming institutional
fragmentation and policy failure by Raymund Werle
After providing a short sketch of the evolution of the
Internet in the USA and an overview over the present
state of its diffusion and utilization in Europe and
the USA, I examine why it took so long before European
policy makers realized the Internet's potential for
innovation and economic growth. The central
institutional obstacles to the Internet will be
identified and policy failures evolving from this
backdrop will be illustrated. I will then show that it
required radical institutional change to open a window
of opportunity for the Internet and unleash its
dynamic potential. The last section – followed by a
short conclusion – illustrates the contours of a new
European Internet policy emerging from a changing
institutional setting and a new user-oriented strategy
to promote the Internet as the electronic backbone of
a European information society.
