The Chinese authorities say they have shut down nearly
700 websites and arrested 224 people in a new campaign

China's fight against Internet porn continues
In the first 10 days of the campaign, nearly 700
pornographic websites have been taken down in Beijing,
Shanghai and Chongqing municipalities and Liaoning and
Guangdong provinces. According to public authorities,
the websites involved production, trade and
dissemination of lewd movies, still and video
pictures, and arrangements of pornographic
performances via chat room services. Some of them even
made use of juvenile education networks for
pornservices.

government to put in place an code of conduct to be

Viet Nam: Appalling sentence for elderly dissident
(news release)
Amnesty International is appalled by the 30-month
sentence imposed on Dr Nguyen Dan Que by a court in Ho
Chi Minh City today. Dr Que, 62, is a distinguished
doctor, long-standing human rights activist and
Amnesty International member. He will now remain in
prison until September 2005. Dr Que has now spent over
19 of the last 26 years in detention for his beliefs.

Experts Flummoxed By Impending Regulations
The second day of the Preventing the Internet Meltdown
conference focused on a number of wedge issues that
could alter the existing architecture of the Internet.
Impending regulations about Voice-over IP (VOIP) and
the new momentum behind surveillance initiatives
related to Homeland security have a number of Internet
experts seriously concerned about the net's future. "I
have significant nightmares about where this VOIP
issue is going to take us," said Lauren Weinstein,
co-founder of People For Internet Responsibility. The
afternoon's other panelists -- Scott Bradner, Ed
Felten, John Morris, and Peter Neumann -- no longer
question that regulations will alter and complicate
the existing packet-routing procedures of web traffic.
The main focus of discussion focused on how serious
those complications will be and to what extent they
will thwart innovation.

early Internet pioneers to Los Angeles this week to

The United States Court of Appeals for the District of
Columbia (the Court) recently issued a major ruling in
the case of Recording Industry Association of America
Inc. v. Verizon Internet Services Inc., D.C. Cir., No.
03-7015, 12/19/03, which limits the reach of the
liberal subpoena provisions of the Digital Millennium
Copyright Act of 1998 (DMCA). The ruling comes as a
relief to telecommunications giant Verizon Internet
Services, Inc., and other Internet Service Providers
(ISPs), following the successful attempts of the
Recording Industry Association of America, Inc. (RIAA)
in the summer of 2002 to subpoena Verizon in order to
obtain the identities of alleged peer-to-peer
file-sharers who distributed copyrighted music and
videos over the Internet.

Russian computer crime statistics
Department "K" (a department on fighting high tech
crimes) revealed 4,295 crimes in the sphere of high
technologies for the first 6 months of 2004, Chief of
the Department "K" press center, colonel of police
Eugene Yakimovich said. According to his information,
the analysis shows that 16% of malefactors who acted
in the sphere of "computers" were young men aged
between 18 and 25 years, 70% of them had high or
incomplete high education. The main share of crimes
relates to illegal access to information and using of
malicious software. It was noted that officers of the
department were quite successful in their struggle
against crimes of such kind.

E-mail Privacy is All the Rage
It's rare that the words "hoopla" and "wiretap act"
wind up next to each other. But the First Circuit
Court of Appeals achieved just that on June 29. That's
when the Massachusetts court ruled that it is not a
violation of wiretap law for Internet service
providers to read e-mail messages that pass through
their system. The decision triggered a swift and angry
outcry. Privacy advocates were aghast. Big-name ISPs
were quick to assure that their privacy policies
prevent such snooping. So perhaps it's no surprise
that Congress, too, acted quickly, slipping in
proposed new legislation before adjourning July 24 for
the six-week summer recess.

US cyberstalker pleads guilty
A US man has pleaded guilty to cyberstalking a former
girlfried. Believed to be the first person to be
fingered under US laws prohibiting Internet stalking,

using his computer "to annoy, abuse, threaten and
harass" Joelle Ligon, a 35 year-old Seattle woman.

What the ITU WSIS Spam Meeting Accomplished
A few people have reported this as a meeting by "the
UN", which it wasn't. Although the International
Telecommunications Union is now part of the UN, it
dates back to an 1865 treaty to manage international
telegraph communication. The ITU is now three pieces,
the ITU-T which handles telephony and related things,
the ITU-R which handles radio spectrum, and the ITU-D
which coordinates telecom related development in less
developed countries (LDCs.) The ITU-T coordinates
telephone number country codes, standards for
interconnection phone and data networks, and other
things to glue the world's phone systems together, and
was the main part of the ITU visible at the meeting.
The ITU isn't the part of the UN that's supposed to
have black helicopters; they would be across the
street at the Palais de Nations.

Interview with United Nations Head Secretariat of WGIG
Markus Kummer, Executive Coordinator, Secretariat of
the United Nations Working Group on Internet
Governance, is a career diplomat, who has served as
eEnvoy of the Swiss Foreign Ministry in Bern since
April 2002. His main tasks include foreign policy
coordination in the area of information and
communication technologies, in general, and the World
Summit on the Information Society (WSIS), in
particular. He chaired the negotiating group that
developed an agreed text on Internet governance for
the WSIS Declaration of Principles and Plan of Action
in December 2003. As requested last December by the
World Summit on the Information Society, the United
Nations Secretary-General is to set up a Working Group
on Internet Governance that would be open, transparent
and inclusive. On 25 March 2004, the United Nations
Secretary-General appointed Mr Kummer to head the
Secretariat that will support the future Working Group
on Internet Governance. This Secretariat has been
established in Geneva at the Palais des Nations.
Worldwide consultations have been going on since the
beginning of the year to prepare the ground for this
future working group that is to report to the second
phase of WSIS, to be held in Tunis in 2005. Mr Kummer
says: "The time-frame is very short indeed. And the
task ahead of us is daunting."

attracted many of the best minds in computer science,

world. Interest in these high-powered beasts waned in
the 1990s, as computing talent was drawn to the
internet. This has been changing in recent years. The
ability to build powerful computers cheaply, combined
with growing commercial demand for high-end computing
power, is creating a renaissance in the field of

Techlawed Project Launched
The Technology Law and World Economic Development
Project (Techlawed Project). Launched by Professor
Michael Geist of the University of Ottawa in July
2004, the project seeks to respond to the needs of
developing countries for expert legal training in
technology law issues such as e-commerce, intellectual
property, and privacy law. The project will initially
work with established U.N. agencies to support
existing programs on a pro bono basis. In the longer
term, the project hopes to team with law schools and
other institutions in developing countries to provide

New S.Korean Cell Phone Lets Parents Track Kids
