An article appeared in yesterday's Cleveland Plain
Dealer about vicious attacks by local prosecutors
against a defense attorney--who I am pretty sure was
once a student of mine--for testifying as an expert
witness about how easy it is, using PhotoShop, to
morph a perfectly legal digital image into one that
appears to be child-pornography. Federal Prosecutors
in Oklahoma have even threatened him with arrest for
demonstrating to a jury how easy it is to morph such
images.

Berkman Center last week for a summit on the thorny

Child Pornography on the Internet--What to do?
If you are a parent of a child between the ages of
10-17 it is likely that your child is receiving
unsolicited pornographic images. These are typically
sent by “bots” to everyone who enters a chat room
where children congregate. If you don’t believe this
then all you need to do is set up a profile describing
yourself as a 14 year old and start entering a few
chat rooms. It will not be long before you will start
getting bombarded by unsolicited instant messages
(IMs) with embedded hyperlinks that lead to
pornography. It also won’t be long before you receive
IMs from anonymous strangers asking you what you are
wearing and asking questions of a sexual nature. Some
of these anonymous strangers are adults disguised as
kids looking for vulnerable or inquisitive kids. When
this occurs you become a candidate for a more sinister
and illegal form of pornography–child pornography.

"jugendgefährdend" oder "entwicklungsbeeinträchtigend"

The term ‘e-strategies’ has gained widespread use over
the last few years in the debates on the role of
information and communications technologies (ICTs) for
development, following the United Nations Millennium
Declaration in 2000. E-strategies have been defined as
“plans based on the selection of scenarios and options
for applying ICTs to national development” . A similar
definition sees “an e-strategy as a shorthand for
policies and strategies intended to exploit ICTs to
promote national development. Other terms used to
capture the phenomenon include ICT policy and IT

Internet governance and the WSIS - APC
The purpose of this paper is to describe our current
understanding of the debate about Internet governance
in WSIS, and to examine the main policy issues that
are being considered in that discussion. It also
suggests opportunities for developing nation
stakeholders to contribute to the processes that are
defining the Internet governance landscape. The key
message is that there are opportunities for civil
society to engage and we must take them. Internet
governance is one of the most controversial and
debated issues to come from the WSIS process. It is
also a moving target in that the UN working group that
will help define what Internet governance is, and
identify the public policy issues involved is only
just being set up and we can only make a best guess at
its working methods and the scope of issues it will
consider. As such this paper is very much a work in
progress and may be modified over the coming months.

Financing the Information Society in the South: A
Global Public Goods Perspective By Pablo Accuosto

This paper sets out to look at the question of
financing the provision of information and
communication technologies (ICTs) in the South, within
the context of the United Nations’ World Summit on the
Information Society, and advocates adopting a “global
public goods” perspective on the issue. The paper
first examines how the question of ICT financing has
been debated during the WSIS preparatory process and
the first phase Summit (Geneva, December 2003).
Particular attention is paid to Senegal’s proposal for
the creation of a “Digital Solidarity Fund”, and the
reactions to it of the different stakeholders –
governments, from both North and South, the private
sector and civil society – participating in WSIS. The
following section explores the potential for
addressing the issue of financing ICT expansion from a
global public goods (GPG) perspective. First the
authors provide an overview of what such an approach
means in conceptual terms, looking both at general
definitions of GPGs and the applicability of the
concept to ICTs. They then review the debate that has
been taking place around the specific issue of which
existing or alternative innovative financing
mechanisms might be used for GPG provision, linking
the proposed strategies whenever possible to the ICT
sector. Finally, in the conclusions the authors offer
a concrete proposal with respect to what we consider
to be the most appropriate financing mechanism for
funding expanded ICT access in the South. APC

The Federal Trade Commission today told a Senate

E-Voting as the Magic Ballot? by Pippa Norris
Synopsis: In post-industrial societies the use of the
Internet for multiple functions in commerce and
government has generated debate about whether the
introduction of e-voting could reduce the costs of
casting a ballot and therefore promote electoral
participation. The argument developed in this paper
makes three claims: first, the evidence from the
distribution of Internet access in the 15 EU member
states confirms that, at least in the short-term, the
impact of introducing e-voting into elections to the
European parliament could probably deepen and worsen
the existing socioeconomic ‘voting gap’. Second, even
if we assume that use of the Internet gradually
‘normalizes’ across the European population, there are
still good reasons to be skeptical about any potential
revolutionary benefits from e-voting on turnout.
E-voting at home or work can be seen as analogous to
the use of voting facilities exemplified by postal
ballots, and the evidence suggests that the use of
such facilities has had little or no impact on
turnout. Instead, it is argued, the most important
role of information technology in democracy lies, in
its potential capacity to strengthen the public
sphere. As such the debate about e-voting may well
prove largely irrelevant to the primary political
impact of the Internet on democracy within the
European Union.

E-Rulemaking: Information Technology and the

Part I of this article details the rulemaking process,
outlining the procedures agencies must currently
follow in developing new regulations and highlighting
some of the problems generally associated with
rulemaking. Part II considers ways that information
technology may be able to improve the rulemaking
process, as well as discusses some of the chief goals,
choices, and challenges associated with e-rulemaking.
Part III presents a cross-disciplinary agenda for
