OSCE Meeting on the relationship between racist,
xenophobic and anti-Semitic propaganda on the Internet
and hate crimes
In their Decision on Tolerance and Non-Discrimination,
Ministers at the Maastricht Ministerial Council
recognized the need to combat hate crimes, which can
be fuelled by racist, xenophobic, and anti-Semitic
propaganda on the Internet. They welcomed the offer by
France to host in Paris in 2004 a forward-looking
event, fully respecting the rights to freedom of
information and expression, on the relationship
between propaganda on the Internet and hate crimes.
The OSCE Meeting will stress the necessity of
initiating a broad debate on the possible link between
racist, xenophobic and anti-Semitic propaganda on the
Internet and hate crimes, with a view to identifying
possible best practices. Participants will include
representatives from governments, international
organizations, civil society and the Internet
industry.

If anti-Americanism is on the rise around the world,
no one told the kids in the student visa line at the
U.S. Embassy in Beijing. The quest among Chinese
students for visas to study in America, say U.S.

spawned Internet chat rooms, where Chinese students
swap stories about which arguments work best with
which U.S. consular officials and even give them names
like "Amazon Goddess," "Too Tall Baldy" and "Handsome

in: Internet Content Filtering in India: Variations in
Compliance and Accuracy
India is among a handful of democratic states that has
recently implemented some form of nationwide Internet
content filtering regulation. In September 2003, the
Indian Ministry of Communications & Information
Technology ordered Indian Internet Service Providers
(ISPs) to block the Yahoo! Group kynhun. In response,
many ISPs blocked access to the entire
groups.yahoo.com domain, resulting in the collateral
blocking of thousands of newsgroups.

The War on Child Pornography? Who are the Victims?
The dissemination of child pornography on the Internet
is growing very fast. At the same time, internet crime
against children is the fastest growing crime in
America. The problem is so big that the FBI operation
to combat these kinds of crimes is now second only to
the fight against terrorism. FBI officials say, on
their website, that the use of computers has become
the most widely used technique by pedophiles to share
illegal photographic images of minors and to lure
children into illicit sexual relationships.
