Recommendation
The European Commission has adopted a proposal for a
Recommendation of the European Parliament and of the
Council on the protection of minors and human dignity and
the right of reply in the European audiovisual and
information services industry. This Recommandation is a
follow-up to the second evaluation report of 12 December
2003 on the 1998 Recommendation of the Council on the
protection of minors and human dignity in audiovisual and
information services. The report analysed the measures
adopted in the Member States and at EU level since 2000.
The new Recommendation proposed today is a further step to
ensure an effective cooperation between the Member States,
the industry and other interested parties, notably viewers'
bodies, in the field of the protection of minors and human
dignity and the right to reply. It responds notably to the
challenges which technological developments bring in that
field.

Chinese youths trash Internet café
Staff at a Chinese Internet cafe have resigned after they
were beaten up last week by a gang of 16 teenagers barred
from entering the cybercafe. The gang of youths beat one
worker with bins and fire extinguishers before trashing the
Internet café. Earlier they threatened to beat up anyone
who "dared to check identity cards" after being refused
entry to the cybercafe.

Legislation to ban unsolicited commercial e-mail, also
known by that wonderful moniker, "spam," is receiving an
incredible amount of attention in Congress this year. So
far this session there have been hearings before House and
Senate committees, markups before two House committees and
a bill favorably reported by the House committee on Energy
and Commerce. As those of us following the issue are aware,
spam legislation has been pending before Congress for the
past several years with varying degrees of success. (Please

Supreme Court Justice Potter Stewart once famously remarked
about obscenity, " But I know it when I see it." - we
usually know what is spam when we open up our inboxes and
consumers are tired of being inundated by it. Not only is
spam an intrusive nuisance, it slows down our e-mail
connections (and for those in rural areas who may be paying
long distance charges to access their e-mail, time is
money) and costs our Internet Service Providers (ISP's) for
their policing efforts. Perhaps most frustrating of all,
spammers have become craftier at disguising who they are
and what they are about, which includes the proliferation
of spam associated with pornographic websites.
