au: An end to innocence
DAVID Ford, an Australian high school teacher who worked as

Cambodian boys but it was not for lack of opportunity.

In Cambodia, the strength of the evidence has not always
been the key factor in determining the outcome of child-sex
allegations. When Briton John Keeler faced court in 2000,
he was remorseful about filming two naked girls, eight and
10, and downloading the images on to his computer. But when
his three-year sentence was announced, he cursed his lawyer
and threw tables around the courtroom, telling observers he
had paid $US5000 in bribes and had been promised an
acquittal.

U.S. blunders with keyword blacklist
The U.S. government concocted a brilliant plan a few years
ago: Why not give Internet surfers in China and Iran the
ability to bypass their nations' notoriously restrictive
blocks on Web sites? Soon afterward, the U.S. International
Broadcasting Bureau (IBB) invented a way to let people in
China and Iran easily route around censorship by using a
U.S.-based service to view banned sites such as BBC News,
MIT and Amnesty International.

Anti-censorship web service censors itself
A web-proxy service set up by the US government's
International Broadcasting Bureau to enable websurfers in
Iran to evade censorship is itself massively censoring what
they can see.

New Study on Internet Filtering Released
In response to recent studies of Internet filtering and
censorship in Iran, the US International Broadcasting
Bureau has developed software it calls the "Anonymizer,"
which allows individuals inside Iran to bypass the
country's net filters. However, a new study from the Open
Net Initiative -- a joint collaboration by researchers at
the Berkman Center, the University of Toronto, and the
University of Cambridge -- has found a number of
inconsistencies in the Anonymizer system, which provides
neither the anonymity nor the security that it purports to
offer. As the report notes, "It is curious to find the
United States government promoting a tool to circumvent
Iranian limits on freedom while imposing crude and, even by
its own standards, widely overdrawn limits of its own."
Read Declan McCullagh's story in CNet about the
inconsistencies and problems with the Anonymizer.

Unintended Risks and Consequences of Circumvention
Technologies: The IBB's Anonymizer Service in Iran
Internet access in Iran is subject to official censorship.
Iranian authorities' guidelines for ISPs and users
reportedly warn them to avoid all content seen as being in
breach of social and cultural norms. In practice, the
filtering of Iranian ISPs extends to cover political as
well as pornographic web sites. In September 2003, the U.S.
International Broadcasting Bureau (IBB) sponsored the
launch of a service through Anonymizer, Inc., designed to
allow Iranian Internet users to bypass much of Iran's
national filtering regime. Throughout this report we refer
to the service as the "IBB Anonymizer" to emphasize that it
is distinct from the general services offered to the public
by Anonymizer, Inc.

Pornographers to ring up more profit
Amsterdam, home of one of Europe's most renowned red-light
districts, is not a surprising location to exhibit X-rated
products for sale. But there were some strange bedfellows
at a conference there last month: executives from some of
the world's largest and most respected mobile phone
companies mingling with sex-shop owners, publishers of
pornography and producers of hard-core videos.

Library Filters
After several years of public debate, the controversy over
whether to filter taxpayer-funded computers in our public
libraries rumbles on. While some local libraries
in our communities have installed filtering
safeguards [mostly on children's computers] many library
Boards refuse to even consider filters, claiming that
doing so violates the First Amendment free access to
all information or that filtering software has not yet
reached perfection.

Gator, L.L. Bean dispute to be reheard
The Ninth Circuit Court of Appeals on Thursday ordered that
a suit between software maker Gator.com and cataloger L.L.
Bean be reheard in en banc court, a decision that requires
greater scrutiny of the case. The lawsuit centers on a
dispute that the advertising software of Gator, now known
as Claria, infringes the trademarks of L.L. Bean when
pop-up ads of the retailer's rivals appear over its Web
site. Claria sued L.L. Bean after the retailer sent a
cease-and-desist letter asking it to stop delivering ads
atop its pages.
