us: Bush gets tough on porn in the USA
America's booming adult entertainment industry is bracing
itself for a 'summer of censorship' as the government
clamps down on pornography. For nearly 10 years, the
resources of the Department of Justice's anti-obscenity
division have been allocated almost exclusively to the war
on child pornography, leaving those involved in the $10
billion-a-year (£5.5bn) adult market to their own devices.

za: Fighting Child Porn
In terms of the Film and Publications Amendment Act of
2003, Internet service providers are required to act
against child pornography in the online environment and may
be held liable should they not comply with this
stipulation. For the first time, the issue of child
pornography online is being addressed specifically and the
role of ISPs in stopping this crime is being defined.
Bianca Wright investigates what this means for the ongoing
struggle against child porn and how the average Internet
user can get involved in the fight to stop it.

Governments and governance

The Prospect of Reconciling Internet and Cyberspace
As the presentations and overall theme of this Conference
indicate, there are interesting and important dynamics
between law and technology. Law and technology are
evolutionary systems, both of which are interdependent. In
this Article, I will analyze the manner in which the
emergence of the Internet and its evolution affect legal
decision making. Specifically, I will focus on how
perspectives of the Internet and the way in which it works
affect legal analyses and outcomes.

Identity Theft in an International Context
The objective of this paper is to demonstrate that “The
Fair and Accurate Credit Transactions Act of 2003” (FACT
Act), a law signed by President Bush last year and which
intend to solve the domestic problem of the identity theft
via Internet, can be a great source against stolen of the
credit card and accounting numbers in the international
context. Hence, first I briefly describe the
characteristics of the FACT Act, describing the tools that
permit consumers to confront identity theft and the new
obligations for credit card companies, financial
institutions, and consumer reporting agencies.
After that, I post the main problem identity theft via
Internet currently faces that is related with the
boundaries of the enforcement of the law, which means if
the FACT Act can be efficient for consumers with the advent
of Internet. Then, in the next item, I propose a solution
to this problem, explaining how the FACT Act can help
consumers around the world when their credit cards and
accounting numbers are stolen.

Mastering the Dark Arts of Cyberspace: A Quest for Sound
Internet Safety Issues by Harry A. Valetk
The Internet's awesome power of interconnectivity has made
it by far the fastest growing medium in human history. But,
with this new medium of interconnectivity also comes a new
vehicle for misconduct. And, unfortunately, the type of
misconduct carried out online often goes far beyond mere
quantifiable figures. Indeed, policymakers in the
twenty-first century are finding online criminal activity
to be something that transcends cultural norms, national
boundaries, and traditional territorial law enforcement
mechanisms.

The tensions of securing cyberspace: the Internet, state
power & the National Strategy to Secure Cyberspace by
Michael T. Zimmer
The National Strategy to Secure Cyberspace exposes a
growing tension between the nature of the Internet and the
regulatory powers of the traditional nation–state. The
National Strategy declares, with all the strength and
authority of the United States government, the desire to
secure a space many consider, by its very nature, chaotic
and beyond the reach any organized or central control. This
paper will argue that both the structural architecture of
the Internet and the substantive values codified within it
clash with governmental efforts to "secure cyberspace."

us: Your Right to X-Rated Sites
Do adults have a right to view material online that may be
