Publication of second annual report on cyberspace : "The
Internet under Surveillance - Obstacles to the free flow of
information online"
The Internet is the bane of all dictatorial regimes, but
even in democracies, new anti-terrorism laws have tightened
government control of it and undermined the principle of
protecting journalistic sources. This report is about
attitudes to the Internet by the powerful in 60 countries,
between spring 2001 and spring 2003. The preface is by
Vinton G. Cerf, who is often called the "father" of the
Internet.

13 years in prison for physician who posted democracy

Reporters Without Borders voiced outage at the action of a
Hanoi court today in convicting a cyber-dissident of
"spying" and sentencing him to 13 years in prison followed
by three years of house arrest. The dissident, pharmacist
Pham Hong Son, was detained in March 2002 after translating
an article about democracy into Vietnamese and posting on
the Internet.

Finland: Finland’s Broadcast And Telecommunications Law
Convergence (reg req'd)
Technology advances such as digitisation and data
compression have eroded over the last decade the
distinction between broadcasting and telecommunications.
Even today, broadcasts and voice and data communications
can be transmitted through many of the same networks. In
recognition of this, the laws governing telecommunications
and digital broadcast networks in Finland were converged
with effect as of July 1, 2002 by broadening the scope of
Finland’s liberal Telecommunications Market Act (396/1997)
to include cable TV and digital wireless terrestrial
broadcasting. The name of the Telecommunications Market Act
was also amended to "Communications Market Act" to reflect
its new scope.
