Started Today
Experts of 33 countries discuss in Luanda themes of
tecnology and information. The UN's International
Conference about " The Strenghtening of the Strategic
capacity of competitiveness in the Communication and
Information dominion" started Wednesday in Luanda, in a
session marked by a speech of the Angolan vice-minister of
Foreign Affairs, George Chicoty.

Implementation Plan for the OECD Guidelines for the
Security of Information Systems and Networks
This implementation plan (released 6 January 2003) sets out
the OECD and its member governments' roles in implementing
the OECD Guidelines for the Security of Information Systems
and Networks. The plan aims to promote a global "Culture of
Security".

Zittrain on the Aussie Internet ruling
Got some excellent e-mail regarding the Australian court
decision ruling that Dow Jones may be sued for libel in
Australia for a piece published by Barron's magazine, which
it owns. The court's ruling, in a nutshell, held that
because the piece was available on the Web, it was
"published" in Australia just as surely as it was published
in the United States. Click here and here for my earlier

professor Jonathan Zittrain, whom I tweaked for not
reacting with what I believed was the appropriate level of

Business users and providers of communications services
have called on the European Union and governments to scale
down their storage requirements for traffic data to the
