The Economist's Technology Quarterly
the latest edition of The Economist which goes off sale today, or
maybe yesterday, has its latest Technology Quarterly. There are
stories about Flash memeory, instant messaging, predictive texting,
ARM chips, buggy software, lithium batteries and new wireless
technologies to beat 3G, among other things.

after its $3.8bn fraud shakes world markets.

WORLDCOM FORMALLY CHARGED WITH FRAUD
WorldCom today moved closer to bankruptcy as US regulators formally
charged the telecoms giant with fraud by inflating its profits
through improper accounting.
One day after WorldCom rocked the markets with America's latest
financial mega scandal, the securities and exchange commission (SEC),
filed a civil lawsuit in federal court in New York accusing WorldCom
of manipulating its earnings to keep them in line with Wall Street's
expectations.

New Net laws reach beyond borders

observers have long argued that the Internet presents lawmakers with
a jurisdictional dilemma: The Internet is viewed as "borderless," but
law is best characterized as "bordered" because national laws

Public's role in Net governance threatened
As the Internet blossomed from a small community of users to a global
phenomenon in the mid-1990s, the governance of the domain name system
underwent a similarly dramatic change.
Once administered by Jon Postel, a computer scientist at the
University of California at Los Angeles, the U.S. government handed
over the reins to Internet Corp. for Assigned Names and Numbers
(ICANN), a California non-profit company, in 1998.

Ruling in library Internet filter case was correct
The Children's Internet Protection Act (CIPA), which requires public
libraries to use Internet filtering software as a condition to
receiving certain federal funding, was recently struck down as
violating the First Amendment by a three-judge U.S. District Court
panel in Philadelphia in the case American Library Association v.
United States. Although Congress had a positive motivation in
enacting CIPA, unfortunately, the law does not pass constitutional
muster, as correctly held by the panel.
