La Agencia de Protección de Datos multa con 140 millones a Telefónica
(El Pais)
La Agencia de Protección de Datos (APD) ha multado a Telefónica de
España y a Telefónica Data con 140 millones de pesetas por
intercambiarse datos de clientes. Contra la resolución de la APD,
fechada en diciembre de 2001, cabe un recurso de reposición ante la
misma agencia o ante la Sala de lo Contencioso-Administrativo de la
Audiencia Nacional, en un plazo de dos meses, periodo que todavía no
ha concluido, según explican fuentes del organismo regulador.
Telefónica dijo ayer que recurrirá la resolución ante la Audiencia
Nacional.

Tres universidades públicas y Santillana se unen para ofrecer
'masters' a través de Internet
Las universidades Autónoma de Barcelona, de Alicante y Carlos III de
Madrid, y el Grupo Santillana presentaron ayer el nuevo Instituto
Universitario de Posgrado (IUP), un centro de estudios de alto nivel
que impartirá masters a través de Internet y empezará su andadura el

BB to Sell Telecoms Network (Business News Americas)
Brazil's federally-controlled Banco do Brasil (BB) will decide
whether to sell its telecoms network in a meeting scheduled 60-days

SCT to Seek e-Mexico Satellite Connectivity Provider (Business News
Americas)
Mexico's Transportation and Communications Ministry (SCT) expects to

Internet fraud spreading its Web, report warns (Sydney Morning
Herald)
Up to 10 per cent of all transactions on the Internet involve fraud,
a new report warns.
The Australian Institute of Criminology says in its report that
securities and investment fraud, information piracy and consumer
fraud are the focus of most concern.

Domain Idea Sparks Spat
Registrars are trashing VeriSign's proposal to create a pricey
waiting list for registered domains, calling it too expensive and
anti-competitive. A consortium of registrars summarized its concerns
in a letter submitted to VeriSign late in the day on Friday.

FREE SPEECH CENTER TO PROVIDE FREE SUCKS SITES
Concerned with recent ICANN UDRP cases that transfer online protest
sites to targeted companies, the Free Speech Center has begun
offering free "sucks" sites. The Center has registered a wide range
of domains such as comsucks.net so that protesters can use domains
such as company.comsucks.net.

ICANN ANNOUNCES PLANS FOR GHANA MARCH MEETING
ICANN has released further details on its next round of meetings, set
for March 10 - 14th in Accra, Ghana. The meeting will feature a
special session on "Higher-Layer Naming Systems" Keywords and Other
Non-DNS Identifiers" that it appears will come as part of the public
forum, possibly curtailing the amount of time available to the public
to pose questions to ICANN.

KOREA UNVEILS PLANS TO CRACK DOWN ON SPAM
Korea's Ministry of Information and Communication has unveiled tough
new restrictions on spam. The new regulations will require spammers
to identify their messages as spam, provide for fines of up to 5
million won for failing to abide by the regulations, and require ISPs
to assist in controlling illegal spam transmissions. The new rules
will apparently also allow individuals to claim mental and physical
damage compensation for receipt of spam. Claims can be brought with a
government-sponsored arbitration system that allows claimants to
by-pass the court system.
