The EUR-Lex portal, a 'one-stop shop' for EU law, is open
Building on the success of the EU online legal information services
already available to the public, and to make the workings of the
European Union more accessible and transparent, the EU institutions
have created a single entry point a portal to EU legal texts, called
EUR-Lex. The EUR-Lex portal is a first step in bringing together in a
streamlined environment the whole body of EU legal texts for online
consultation. This online service is to a large extent free of
charge.

EU mandates Internet in every home
European Union telecoms ministers backed a proposal on Wednesday to
bring the Internet to every citizen's house. Under the plan,
operators will have to guarantee "functional" Internet access, even
in remote geographical areas, which may not guarantee adequate
economic returns.

Results of Telecommunications Council of 27 June 2001
EU Telecommunication Ministers met yesterday in Luxembourg. The main
points on the agenda were a discussion of the outstanding Commission
proposals contained in the Telecom Package, Third Generation Mobile
Communications (3G) and the ".eu". A brief presentation of the
Commission's recent communication on network security was provided

Competing Domain-Name Registries Creating Tower of Cyber-Babel
Identical names outside ICANN's jurisdiction have been claimed at
different registries. When these sites go live, prepare for some
bitter fighting. Who owns the rights to the Internet domain name
www.free.shop?
Depends on whom you ask.
According to New.net, the Pasadena, Calif.-based domain registry, the
domain free.shop belongs to one Tariq Ghafoor of Tempe, Ariz. He
registered the name for one year in March of 2001.
But according to Namespace, a New York-based domain registry, the
domain free.shop has been registered to Morgan Flom, a self-described
"URL merchant" based in Choctaw, Okla., since June of 2000.

Bill Would Require ICANN To Create '.Kids' Domain
A pair of lawmakers on Thursday introduced legislation that would
force Internet addressing authorities to create a ".kids" domain that
would be designed to serve as a safe online haven for children.

DOMAINS, PART ONE - BILL MANDATING DOT-KIDS DRAWS ATTENTION
A proposed bill requiring ICANN to create a dot-kids domain has
created considerable discussion within the Internet community. The
bill would require the Commerce Department to require ICANN to add

DOMAINS, PART TWO - CIRA COMPLETES ELECTION
CIRA, the dot-ca administrative agency, announced the results of its
election yesterday for the nine elected board positions. Over 3000
members voted with the winners split between the nominating
committee's selections (five) and at-large nominees (four). Elected
members include dot-ca founder John Demco, current chair Maureen
Cubberley, and Michael Geist.

DOMAINS, PART THREE - HARRODS WIN CYBERSQUATTING ACTION
England's famous department store Harrods has won a U.S.
cybersquatting case in which the judge ordered 60 Harrods domains
transfered to the company from the current owner, Harrods of
Argentina. The Argentinian Harrods owns trademarks in the name, but
the judge ruled that it was not reasonable to think that the domain
registrations were fair use under the anticybersquatting act.

DOMAINS, PART FOUR - DOT-CX IN DISPUTE WITH ICANN
Dot-cx, the registry for Christmas Island, is in the midst of a
battle with ICANN over transfer of control of the domain. ICANN wants
Australia to approve the transfer.

DOMAINS, PART FIVE - FTAA DRAFT INCLUDES MANDATORY ICANN
UDRP
The release this week of negotiated drafts of the Free Trade Area of
the Americas apparently includes a domain name twist -- the draft
includes a provision mandating the use of the ICANN UDRP for domain
name disputes at the country-code level. The move would come as news
to countries such as Canada, which has been drafting its own dispute

DOMAINS, PART SIX - ICANN COMPLETES DOT-NAME CONTRACT
ICANN announced yesterday that it has completed negotiations with the
Global Name Registry over the dot-name generic TLD. The agreement
now undergoes a seven day review by the ICANN board. Agreement
