THE BORDERED INTERNET
E-borders loom, for better or worse

The development of cyberlaw has long been shaped by the belief that
the Internet is borderless. Many observers argue that 
without borders, the Internet is impervious to the real-space laws
that govern traditional geographic boundaries.

Courts have generally accepted this vision of the Internet, as shown
by their reluctance to even consider the possibility that 
geographic distinctions might be possible on-line. In "American
Library Association v. Pataki," for example, a 1997 U.S. case 
challenging a New York state law that sought to regulate obscene
content found on-line, the court argued that "the Internet is 
wholly insensitive to geographic distinctions. In almost every case,
users of the Internet neither know nor care about the 
physical location of the Internet resources they access."

Dot-debuts seen online 
The first of the new domain names, .biz and .info, have become
visible on the internet. 
The two new generic top-level domains (gTLDs) were approved by the
Internet Corporation for Assigned Names and 
Numbers (ICANN) late last year, along with .pro, .name, .aero, .coop
and .museum.

EU MINISTERS STUCK ON SPAM, BUT LIKE DOT-EU
Telecommunications ministers from the EU's 15 member states met at a
high-level meeting in Luxembourg to discuss Internet 
issues such as spam and a proposed dot-eu domain extension.  The
ministers have agreed they do not like spam, however they 
failed to agree on how to control it. Meanwhile, the issue of dot-eu
as Europe's own TLD has strong support within the council 
and appears on a relative fast track for approval.
