Court Slaps Fees on CD Burners
A German legal ruling demands that Hewlett-Packard pay
intellectual-property fees on all the CD burners it has sold over the
past three years.

U.S.: Fear Countries, Not Hackers
Forget the supposed menace of teen hackers causally bypassing the
security of U.S. military computers.
The real worry isn't a teen like Analyzer -- the alias for an Israeli
youth who penetrated dozens of Defense Department computers -- but
foreign governments, according to a hearing organized by the U.S.
Congress' Joint Economic Committee.

Council of Europe Signs Draft Cybercrime Treaty
The blueprint for a global code on cybercrime was agreed on in
Strasbourg, France, Friday, paving the way for international rules
governing online copyright infringement, online fraud, child
pornography and hacking.

COUNCIL OF EUROPE COMMITTEE APPROVES CYBERCRIME TREATY
The European Committee on Crime Problems, an intergovernmental body
that reports to the Council of Europe, has approved the Cybercrime
treaty. The treaty now goes to the Council's Committee of Ministers
for final approval.

IRAN ESTABLISHES NEW NET RESTRICTIONS
Iran's state telecom monopoly has established tough new restrictions
on Internet use, requiring ISPs to block sites with materials
presumed immoral or contrary to state interests. ISPs that fail to
comply risk losing their licenses and facing court action.

PROPOSED GERMAN E-COMMERCE LEGISLATION DRAWS CRITICISM
Planned e-commerce legislation designed to bring Germany into line

'Secret' trial set for Web dissident
China will on Wednesday put on trial a dissident charged with
subversion for posting information about the 1989 Tiananmen Square

Ukraine's Domain in Dot-Dispute
Dot-ua is a domain in search of a master.
The country code for Ukraine has been around since 1992, soon after
the former Soviet republic gained its independence. But the company
that registered it is defunct, its founders having fled Ukraine's
ailing economy for the West.
