Report shows narrowing digital divide 

GAO finds Net use up in rural areas, among minorities

WASHINGTON - More women and rural residents - groups long on the
wrong side of the so-called digital divide - are using the Internet,
and minorities are as likely as whites to subscribe to high-speed
Internet access, according to a new report by the General Accounting
Office. 

Education and income remain decisive in determining who goes online,
for how long, and in what way. But in contrast to earlier government,
private, and international studies, the survey by the investigative
arm of Congress suggested that the divide may close in coming years.

'Since the Internet is still in a relatively early stage of
commercial deployment, these socioeconomic and geographic differences
in Internet usage are not surprising and may not be long-lasting,'
concluded the GAO report, which is expected to be released today.

ACLU Foe Pursues Privacy Laws

 WASHINGTON -- Bruce Taylor doesn't mind being the fellow who free
speech advocates love to hate. 

The 50-year-old former prosecutor relishes being one of the drafters
of the Communications Decency Act, a spokesman for more anti-porn
laws and a sworn enemy of the American Civil Liberties Union. 

"We're still doing it. We're going to keep going with COPA and CIPA,"
said Taylor, who is the president of the National Law Center for
Children and Families in Fairfax, Virginia.
