Hi Skeeve,

APNIC can issue invitation letters for delegates for applying visa.

You need to go to APNIC 28 online registration form to complete meeting 
registration and make payment, the invitation letter will be sent to you 
attached with your registration confirmation. The registration form is 
at the following link:
