Yep agreed.   We can look at web site documentation and training
to convey the appropriate message.

We do regularly try to 'cleanup' or 'audit' assignments, but in the 
case of companies going out of business - closed members are obliged
to return all resources, unless legal documentation supports a transfer.
Of course, this is hard when they are not a member or non-member - hence
we wanting a better framework for communicating with resource custodians.
